
DONGFANG, China – In a significant move to advance the national healthcare system reform, support the broader development of the Hainan Free Trade Port, and extend high-quality medical resources to local levels, The Second Affiliated Hospital of Hainan Medical University ("SHHMU") and the Dongfang Municipal People's Government have formally signed an agreement for the comprehensive trusteeship of Dongfang City People's Hospital. This marks a substantive step forward in their collaborative partnership.
A signing and unveiling ceremony was held grandly in Dongfang City. The event was witnessed by dignitaries including Pan Wenli, Deputy Director of the Hainan Provincial Health Commission; Li Aihua, Party Chief of Dongfang City; Xie Yiqiang, Party Secretary of The Second Affiliated Hospital of Hainan Medical University ("SHHMU"); and Guo Fangli, Standing Committee Member of the Dongfang Municipal Party Committee. Vice President Chen Huanxiong of the hospital and Fu Yanli, Standing Committee Member and Vice Mayor of Dongfang City, represented their respective institutions in signing the agreement.
As a major provincial-level comprehensive Grade A Class III hospital, SHHMU's comprehensive management of Dongfang City People's Hospital represents a key initiative in fulfilling its social responsibility as a public hospital and leveraging its role as a regional medical center. Hospital Party Secretary Xie Yiqiang outlined the core strategy for the trusteeship and made firm commitments. He stated that SHHMU will adhere to the principles of "cooperative win-win, resource sharing, and common development." By deploying core management teams, strengthening technical assistance, and improving management mechanisms, the hospital will fully integrate its advanced concepts, standards, and technologies. The aim is to assist Dongfang City People's Hospital in enhancing disciplinary development, optimizing service processes, and improving operational efficiency. This ensures that provincial-level quality medical resources truly "sink down and take root," allowing citizens to access top-tier medical services locally and tangibly improving public satisfaction with healthcare.
Deputy Director Pan Wenli of the Provincial Health Commission highly commended SHHMU's proactive commitment. He emphasized that this trusteeship is a vital practice in deepening medical reform and exploring the integration of medical resources. He expressed expectations for SHHMU to generously share its expertise and transfer "real capabilities," thereby helping Dongfang City People's Hospital achieve comprehensive improvement in its intrinsic development. The Provincial Health Commission pledged full support for the collaboration, creating a favorable policy environment for the trusteeship.
Dongfang City Party Chief Li Aihua expressed gratitude for SHHMU's strong support. He directed the city's healthcare system to fully cooperate and seize this historic opportunity. He also hopes SHHMU will provide robust support in critical areas, particularly in strengthening hospital management, promoting regular academic guidance and consultations by experts, and assisting Dongfang City People's Hospital in its pursuit of becoming a Grade A Class III hospital. The goal is to deepen cooperation and jointly build the Dongfang branch into a regional medical hub in southwestern Hainan and a model of mutually beneficial collaboration.
According to the agreement, both parties will follow the guiding principles of "sincere cooperation, mutual benefit and win-win, resource sharing, risk sharing, and sustainable high-quality development," implementing a comprehensive trusteeship model for cooperative hospital management. Moving forward, SHHMU will fully leverage its comprehensive strengths in talent cultivation, disciplinary development, hospital management, medical technology, and scientific research and education. Through resource integration and model innovation, it aims to significantly enhance the medical service capacity and technical level of Dongfang City People's Hospital. This effort contributes core strength towards achieving the healthcare reform goal of "managing minor illnesses without going to the city, treating major illnesses without leaving the island," and fortifying the health security foundation for the Hainan Free Trade Port.
